UC System (California) (2 part question)?

so i received a huge package by the UC system telling me that i dont qualify for local something but i do qualify for statewide something. and im not sure what that means.
anyways in there it came a UC Davis brochure with all its majors and requirements (average) and looking from there i certainly do qualify there
but the thing is that i want to get into Fashion design. i read that UC Davis does has a design program, but is it as prestigious as going to a college such as FIDM or even Parsons? or will it be less noticeable.

I think the local means ELC which basically means you are top 4% in your hs and guaranteed acceptance.
second question, don’t know, due research , ask question, talk to college rep when they visit
